Abstract
The European Commission has carried out a review of railway infrastructure charges.
The present EC Directives have been implemented slowly and in 15 different ways with i. a
charges ranging from zero to full cost recovery. Future charges should be based on Short Range
Marginal Costs, taking into account various cost recovery targets and other national objectives
. Performance regimes and regulatory functions should be introduced in all EU Member States
